Voici, à la demande pressante de plusieurs personnes, un point rapide sur l'affaire de la vidéo
mexicaine, dont l'existence a été révélée le 9 mai dernier. Je souligne qu'il ne peut s'agir, à la
date du 18 mai, que d'un résumé provisoire, selon les informations et débats en cours sur le
web, en attendant que des études approfondies puissent être entreprises à partir du dossier
complet, et leurs résultats communiqués.

C'est le 9 mai dernier que l'ufologue mexicain Jaime Maussan a annoncé, lors d'une émission de télévision, que l'armée de l'Air mexicaine avait observé et enregistré pendant une demi-heure des cibles non identifiées, repérés d'abord par radar puis en lumière infrarouge, le 5 mars lors d'un vol de surveillance contre le traffic de drogues, dans la région du Yucatan. Il a expliqué qu'il avait été contacté le 20 avril par un officier du ministère de la Défense, sous l'autorité directe du général Clemente Garcia Vega, ministre de la Défense, qui l'avait informé de cette observation. Elle avait été d'abord étudiée par des experts militaires, qui n'avaient pu l'identifier, puis il avait été décidé de la divulguer par le canal d'un ufologue connu, Jaime Maussan. Le 22 avril, le général Vega a donné à Maussan une copie de toutes les bandes et données enregistrées, et l'a autorisé à interviewer sans aucune censure les membres de l'équipage.

Il faut tout de suite souligner l'originalité de cette démarche, qui a aussitôt provoqué des critiques du monde scientifique. A cela, le ministère a répondu qu'il ne connaissait pas de scientifique s'intéressant à cette question, mais qu'il n'y avait pas de problème pour  communiquer les données à des scientifiques qui souhaiteraient les étudier.

Après une nouvelle information passée à la télévision nationale le dimanche soir, Jaime
Maussan a fait une conférence de presse à Mexico le mardi 11 mai, en accord avec l'armée de
l'Air, avec la pièce principale du dossier, un montage vidéo de 15 minutes montrant notamment des images filmées par une caméra infrarouge. Son rapport a été aussitôt diffusé dans le monde entier, en particulier sur internet. On peut lire son texte original en espagnol, bien illustré, sur le site :

Le général Clemente Garcia Vega a confirmé lui-même l'authenticité de l'enregistrement.
Cependant, Maussan a affirmé avec l'enthousiasme qu'on lui connaît que ces objets étaient des ovnis d'origine extraterrestre, ce qui a sans doute amené le général Vega a tempérer ses propos, dans une communication du mercedi 12 mai, soulignant que l'armée de l'Air n'avait pas formé de conclusion sur la nature des objets.

Résumé de l'observation

A l'heure actuelle, ce récit comporte des points solides, mais aussi des questions qui demandent à être précisées.

Le 5 mars 2004, vers 17 h (donc encore de jour), un avion militaire bimoteur (à turbopropulseurs) Merlin C26A, avec un équipage de huit personnes, survolait la région de Campeche, sur la côte Nord du Yucatan, au sud du Mexique, à 3 500 m d'altitude (11 480 pieds). C'était un vol normal de surveillance, en particulier du traffic de drogue. Il était commandé par le pilote, Major Magdaleno Castanon Munoz. Il y avait un opérateur radar (radar AN/PS 143 BRAVO VICTOR 3), le lieutenant German Martin Ramirez, et un opérateur d'une caméra en infrarouge FLIR (STAR ZAPPHIR II), le lieutenant Mario Adrian Vasquez.

Vers 17 h , le radariste a signalé un écho radar non identifié. Selon une source (citée par le
physicien Bruce Maccabee, citant lui-même une enquête de l'ufologue américaine Linda Moulton Howe, qu'on peut lire sur son site), ce premier repérage aurait indiqué que la cible (ils disent "le traffic") était à environ 37 miles.

L'avion s'est rapproché de la cible jusqu'à environ deux miles. Si la distance initiale était bien de 37 miles, il faudrait préciser combien de temps l'avion a mis à s'en rapprocher : peut-être l'avait-il repéré bien avant 17 h, remarque Bruce Maccabee, qui a estimé la vitesse de l'avion à 200 mph, soit 3,33 miles par minute. Si la cible était immobile, il lui aurait fallu 11 minutes pour s'en approcher. Mais je fais la remarque suivante : peut-être l'ovni s'était lui-même rapproché ? D'autre part, il semble que l'avion aurait changé de cap pour le rejoindre. Tout cela est encore à clarifier.

Quoi qu'il en soit, l'équipage a été surpris de ne pas voir la cible, et a alors mis en route la
caméra à infrarouge FLIR (qui fonctionne dans la fourchette de 3 à 5 microns de longueurs
d'onde), laquelle a bien enregistré toute une série d'images, l'observation durant au total au
moins trente minutes. Cette durée est corroborée par la série d'images de la caméra FLIR, qui
comportent des indications techniques, notamment l'heure exacte. Dans le rapport de Jaime
Maussan, il y a des images s'étalant de 17 h 03 à 17 h 28.

Selon l'équipage, la cible non identifiée est alors partie à une très grande vitesse.

Quelques moments ont passé, puis l'équipage s'est aperçu qu'ils étaient suivis vers l'arrière,
maintenant par deux "traffics". Selon les images FLIR, l'avion, qui volait vers l'Est, les avait à environ 180 degrés à l'arrière, c'est à dire presque à l'ouest. Ils semblaient garder leur  distance. Ils étaient aussi vus par le radar mais restaient invisibles à l'œil.

Après quelques minutes, et quelques manœuvres pour tenter de s'approcher de ces cibles qui
semblaient être assez proches, une série de nouvelles cibles est apparue sur l'écran FLIR (ce
n'est pas clair pour le radar : on a parlé de seulement trois cibles repérées sur radar) : neuf
objets supplémentaires, soit onze en tout, ou même seize selon certaines sources, toujours
invisibles à l'œil. Puis ces cibles ont manœuvré pour former un cercle autour de l'avion !

Le Major Magdaleno Jasso avait déjà donné l'alerte par radio, et il était maintenant inquiet pour la sécurité de l'avion et de l'équipage. Au bout d'un moment, il a eu l'idée d'éteindre les feux de position de l'avion. Quelques minutes plus tard, les cibles ont toutes disparu, mettant ainsi fin à l'incident.

Il est clair qu'une étude appronfondie des bandes et des données prendra du temps, comme le
souligne le physicien américain Bruce Maccabee, ufologue réputé et qui fait autorité dans la
communauté ufologique mondiale pour ce type d'analyses. Mais il n'a pas craint, avec d'autres, d'écarter rapidement certaines explications qui ont été avancée aussotôt par des sceptiques.

La polémique

A travers le monde, c'est non seulement toute l'ufologie qui s'est vivement intéressée à cette
observation, mais elle a aussi atteint les grands médias (avec une exception pour la France), et bien entendu la polémique n'a pas tardé à suivre, selon l'usage. De leur côté, des sceptiques,  nombreux comme d'habitude, n'ont pas tardé à avancer toute série d'explications, que voici, résumées :

Dès le 11 mai, la télévision CTV Canada a recueilli l'opinion d'un astronome canadien, Ivan
Semeniuk. Il a souligné qu'on ne pouvait tirer aucune conclusion de ces images, qui ne sont pas différentes de celles des débris de la station spatiale Mir regagnant la Terre. Cette hypothèse de "rentrées atmosphériques", ou d'un passage de météores, a pu sembler crédible pour certains, mais a été rapidement écartée par d'autres, notamment par le physicien Bruce Maccabee. Celui-ci a fait observer qu'un débris ou météore lumineux dans l'infrarouge le serait sûrement aussi dans le spectre visible. Il a eu à ce sujet une discussion technique dans laquelle je ne peux pas entrer, mais je connais un physicien qui, après l'avoir sérieusement envisagée, a fini par l'écarter. Selon lui, un météore ou débris chauffé à moins de 700 degrés émettrait surtout de l'infrarouge, mais il y a une autre objection majeure, qui est la durée (prouvée par les photos) et la complexité des observations (on voit même des ovnis passant devant le nuages) qui permettent d'écarter un tel scénario.

Une autre "explication" lancée dès le 13 mai par une université mexicaine a été celle de ballons météo, mais elle est si ridicule (comment pourraient-ils voler à 200 mph et encercler l'avion, et pourquoi seraient-ils invisibles à l'œil ?) qu'elle est déjà oubliée.

Le 14 mai, est apparue une nouvelle explication, celle de la foudre en boule (ball lightnings),
proposée par un physicien nucléaie de l'université nationale autonome du Mexique, Julio
Herrera, et citée par l'agence Reuters ( http://www.reuters.co.uk ). Mais on lui a opposé
rapidement qu'il s'agit là d'un phénomène rare et très bref.

Une autre hypothèse est alors apparue, celle de poches de gaz, provenant de l'exploitation des
gisements de pétrole, qui existent justement dans la région, mais on peut lui faire le même type d'objections que les précédentes (pourquoi pas de lumière visible, etc).

A l'inverse, certains se sont très vite lancés dans des explications sensationnelles. Un ufologue américain a supposé que ce pourrait être un "vaisseau mère" ( mother ship), c'est à dire un ovni de très grandes dimensions. Or, selon les premiers calculs proposés notamment par Bruce Maccabee, ces objets seraient petits, et de plus ils ne semblent pas reliés dans une structure unique.

Il reste à espérer que les esprits vont se calmer un peu, et que l'on va pouvoir étudier
sérieusement cette observation remarquable, authentifiée par l'armée de l'Air mexicaine, ce qui permet d'évacuer dès le départ le risque de canular. Les ufologues brésiliens, tel Santiago Iturria (que je connais et qui est très sérieux), sont très heureux de cette ouverture qui leur est offerte par les militaires mexicains, et ils veulent y voir le début d'une nouvelle ère de collaboration. Espérons qu'ils ont raison !

   The UFO Phenomenon in Mexico has been recognized as a fact in an historic and unprecedent decision taken by the mexican Department of Defense under his Secretary of Defense General Clemente Vega Garcia, commander of all armed forces in this country.

The insolit messure that will change history here in Mexico was the result of a high level incident in which a Mexican Air Force airplane, military pilots and personal were involved in a situation with several UFOs while doing a routine suveillance anti-narcotics operation to
detect a drug smuggling flight.

The news was released last night, Sunday May 9, 2004 by Jaime Maussan, researcher and TV journalist during the TV show "Los Grandes Misterios del Tercer Milenio" (Great Misteries of the Third Millenium) broadcast by Mexican TV network Multimedios Television in the city of Monterrey, N.L.

Jaime Maussan announced that on Tuesday May 11, 2004 there will be AN INTERNATIONAL PRESS CONFERENCE to present the case and the investigation
made by the Department fo Defense along with Maussan's research team in an unprecedent colaboration. The press conference will take place at the Hotel Sevilla Palace in Mexico city at 11:00 AM were all the international media representatives have been invited.

Previously on Monday's night an advance report will be broadcast on national television newscast. ALL THE FACTS AND MATERIALS of the investigation will be presented at the conference INCLUDING THE OFFICIAL FOOTAGES by the Air Force as well as interviews with the pilots and personal involved in the amazing incident.

THE FACTS:

On April 20, 2004 Jaime Maussan was contacted by a high officer of the Department of Defense to have a private meeting and discuss a subject of a high relevant matter. The next  day Maussan met General Clemente Vega Garcia, Secretary of Defense and his major staff and was informed about an incident that took place on March 5, 2004 on the aerial space of
Ciudad del Carmen, Campeche where an Air Force Merlín C26A Bimotor airplane was doing a routine flight to detect a smuggling drug airplane during an anti-narcotics operation.

The Merlin C26A was equipped with a high tech advanced digital equipment to register and record all the activities during the operation. Powerful sensor detectors like a FLIR STAR ZAPPHIR II and a RADAR AN/PS 143 BRAVO VICTOR 3 were being used by qualified personal aboard the airplane and all the operation was being recorded both in normal and infrared mode.

The airplane was under the command of Mayor Magdaleno Jasso Núñez. The FLIR operator was Lt. Mario Adrián Vázquez and the RADAR operator Lt. German Ramirez, all of them members of the 501 Aerial Squadron.

This airplane is programmed only for surveillance and detection procedures, not for interception or combat maneuvres. Their duty is to detect and identify drug dealers filghts and then inmediately report them to the base where combat planes are scrambled to intercept those narcotics smugglers.

At aproximately 17:00 PM, the Merlin C26A detected an unknown traffic at 10,500 feet over Ciudad del Carmen, Campeche airspace and according to the protocol and suspecting a drug dealer airplane Mayor Magdaleno Jasso made a maneuver to approach the unidentified traffic at certain range to get a close look and record the target with their equipment. At the same time Mayor Jasso reported by radio to the base that a posible suspect was detected requesting the interceptor planes to be in alert condition.

The RADAR AN/PS 143 BRAVO VICTOR 3 was detecting the unknow in traffic and
the FLIR STAR ZAPPHIR II was recording the object in infrared. As the Merlin C26A tried to approach the unknown traffic to make a visual identification it suddenly in A SURPRISING MANEUVER ESCAPED FLYING  AWAY AT TREMENDOUS SPEED. By this time Mayor Jasso tried to persecute the target but it was very fast. All this was being recorded by the FLAIR and also the radio conversations with the base describing the inexpected maneuver of the unknown. However, the C26A still had not made visual
contact with the unknown object.

Just some moments passed when suddenly the unknown object returned and began following the Merlin C26A in a surprising situation. This was detected by the RADAR and the FLIR while the personal aboard were trying to make visual contact of the unidentified traffic now following them. In seconds the equipment detected now not only one but two traffics
FOLLOWING THEM. The images in both RADAR and the FLIR were clear and unmistakable. But both pilot and personal still could'nt have visual contact with these two traffics following them adding a great suspense to this disconcerting situation.

Mayor Magdaleno Jasso reported to the base the insolit incident that was taking place giving detail of all the information registered by the equipment while keep trying to make visual contact of the unknowns. The FLIR kept recording in infrared every movement made by the two unknown objects that seemed to be keeping their distance from the C26A but still
following it. The personal aboard the Merlin C26A were confused and disconcerted seeing the images on the FLIR and the RADAR asking themselves what was going on with this insolit situation.

THE INCIDENT TURNS MORE DRAMATIC

But the stressing moment that the C26A crew were passing through was just the beginning of something more dramatic that will turn their undesirable experience into a real nightmare.

Some minutes passed while the Mexican Air Force Merlin C26A crew continued making maneuvers to have a visual contact of the unknowns because despite both RADAR and FLIR were showing perfectly clear both unidentified objects for unexplained reasons there was not a visual contact even that the objects by this time were at close range.

It was during this round and round maneuvers to identify these two objects that SOMETHING AMAZING HAPPENED. In a matter of seconds MORE
UNKNOWN OBJECTS ARRIVED AT THE SCENE AND THE DISCONNECT OF THE C26A CREW WAS TOTAL.

The RADAR and the FLIR detected immediately the presence of NINE NEW OBJECTS of the same size and characteristics, unknown objects that arrived to the scene surprisingly like coming from nowhere. Now the situation has entered into a high level of danger so Mayor Magdaleno Jasso reported by radio to the base this new situation requesting instructions.

But the most insolit thing was that even that there were eleven unknown objects close to them still the crew COULDN'T SEE THEM, no visual contact with the unknowns was possible for some reason never experienced before by these high trained men. However the high tech sophisticated equipment and sensors were not lying, there were eleven targets outside them with unpredictable intentions.

At the middle of a complete confusion and disconcert among the C26A crew the unknown objects suddenly made a maneuver surrounding the Mexican AirForce airplane in a circle at close range. The RADAR and FLIR present edan insolit image of an eleven objects near by in a circle formation around the Merlin C26A. The situation turned out of control.

Mayor Magdaleno Jasso reported to the base that the C26A situation was now in red alert, surrounded by eleven mysterious round-shaped objects camouflaged with a certain unknown advanced technology that avoid any visual contact of them. However Mayor Jasso kept the calm as well as the crew who were working fast meassuring and recording every detail of this
unique incident conscientious of their duty as military and trained men.

Confronting this situation surrounded by unidentified objects in an unpredictable ending Mayor Magdaleno Jasso took the decision of turning out all the airplane lights and wait to see what happened. Moments of high suspense lived by the crew while the FLIR was recording the images of those bright objects even that visual contact was not possible,
moments of silence and uncertainty.

The C26A crew kept calmed doing their duty, documenting every moment of the strange incident while Mayor Jasso continued in contact with the base. After some stressing minutes the eleven objects dissapeared giving an end to the strange experience that these members of the 501 Aerial Squadron just lived. The Merlin C26A returned safe to the Air Force Base and Mayor Magdaleno Jasso prepared a complete report of the incident along with the C26A crew.

The Secretary of the Defense took notice of Mayor Jasso's report and began a full investigation studying and evaluating every element of the case. Statements of the crew, images, lectures, meassurements of all the equipment as well as a complete evaluation of the meteorological data . The incident was taken very seriously by the Department of Defense Staff and after several weeks of investigation they decided under the command of General Clemente Vega Garcia to contact researcher and tv journalist Jaime Maussan for a special colaboration in this investigation as an experienced researcher in these matters.

On April 22, 2004 General Clemente Vega, Secretary of Defense gave Jaime Maussan a copy of all the tapes and data collected by the Merlin C26A during the incident for study, evaluation and analisis by Maussan's research team as complement of this investigation and as an external colaborating source trying to establish a definition of the posible motives and consequences of the March 5, 2004 incident.

General Vega as well as his staff were very open to discuss the subject and showed their legitimate interest in conducting this investigation in order to establish the truth of what happened.

General Vega authorized the Merlin C26A crew to give Jaime Maussan the interviews needed without any censorship, giving all the facilities to present this case to the Mexican people, an historic and unprecedent decision that will OPEN A NEW ERA OF MUTUAL COLLABORATION AMONG THE MEXICAN UFOLOGISTS AND THE MILITARY FORCES, a colaboration based in respect and interest to find the truth of the intense UFO activity we have been experiencing here in Mexico since the beguinning of the Amazing Mexican UFO Wave back in July 11, 1991.

This new era of relationship among the Mexican UFO witnesses, skywatchers, ufologists and our military forces will try to establish and give form to a new legislation in our law system focused to be prepared for any incident involving these unidentified flying objects, our people, our comercial and military airplanes etc. for learning and understanding what are we going to do and how are we going to confront this reality.
